Vientiane Declaration on Aid Effectiveness
The Vientiane Declaration on Aid Effectiveness was signed at the ninth Round Table meeting in November 2006 by the Government of Lao PDR and 22 other development partners, with a further three partners signing at a later date. Twenty five countries have now signed the Vientiane Declaration together with the Government of Lao PDR.
The five key principles of the Vientiane Declaration:
• Increased country Ownership over policy and plan development, implementation and aid coordination
• Better Alignment of Development Partner's support to national policies and plans, and increased support to and use of national systems
• Harmonisation and Simplification of Development Partner's procedures and activities
• Managing for Results in order to ensure effective use of resources
• Both Government and Development Partners have Mutual Accountability for progress
Between February and May 2007, the Government of Lao PDR and Development Partners prepared the Country Action Plan (CAP) to accompany the Vientiane Declaration.
