Since 1983 the Lao PDR has been participating in the Round Table Process, with the support from the United Nations Development Programme.
The Round Table Process serves as the primary platform for in-depth dialogue between the Government of Lao PDR and Development Partners on key development issues.
From 1983 until 1997, the process was focused on the tri-annual Round Table Meetings which were held in Geneva . In 1999, following a global review of the Round Table Meeting, the Government of Lao PDR, UNDP and the international organisations agreed to turn the RTM into a continuing dynamic process held in-country, rather than just a one-off meeting every three years.
The Government of the Lao PDR has been taking the lead in managing the Round Table Process, through the roles and responsibilities outlined in the Prime Minister's Official Development Assistance Decree no. 75/PM.
ODA Decree 75/PM
The Official Development Assistance Decree (ODA Decree) no. 75/PM defines the roles and responsibilities of the Government, the Ministries and Local Administration Authorities. It aims to simplify administration process and clarify responsibilities and accountabilities of Government agencies.
In accordance with this Decree, the Department of International Cooperation, through the Ministry of Planning and Investment, is charged with the responsibility for the Round Table Process.

Official Development Assistance Decree (ODA) 75/PM - Lao new The role of DIC
The Department of International Cooperation (DIC) – part of the Ministry for Planning and Investment works with Partners in Development to ensure aid effectiveness.
DIC is responsible for working with Partners in Development to ensure aid effectiveness and the implementation of the Round Table Process and the Country Action Plan, which supports the 2006 Vientiane Declaration on Aid Effectiveness.
DIC works in the spirit of mutual respect, support, accountability, harmony and cooperation towards a stronger future for Laos .
Round Table Meetings
Round Table Meetings are held every three years. These meetings review plan, strategies and programmes of the Government of Lao and Development Partners in accordance with the National Aid Effectiveness Agenda. The meetings also provide an opportunity for Development Partners to commit funding pledges.
For fifteen years (1983 – 1997), the three-yearly Round Table Meetings were held in Geneva, however following a review in 1999 it was agreed to turn the RTM into a continuing dynamic process held in-country, rather than just a one-off meeting every three years.
Round Table Implementation Meetings
Held annually, the Round Table Implementation Meetings reviews achievements, and recommend further actions for development strategies, policy reforms and programs.
Their purpose is to discuss and build consensus around some of the opportunities and challenges that have occurred over the past year and upcoming priorities.
Sector Working Group Meetings
Sector Working Group discuss specific sectoral themes. SWGs examine issues and prepare advice for the Round Table Implementation Meetings. There are currently eight Sector Working Groups in place.
